Kirby Lewis-Gill serves as the Director of Site Development for the Tennessee Department of Economic and Community Development, where he leads statewide efforts to strengthen Tennessee’s inventory of market-ready industrial property. In this role, he oversees the Select Tennessee Certified Sites Program, the Site Development Grant Program, and the Property Evaluation Program, directing strategic investments in real estate and infrastructure that position communities for long-term growth.
Since joining the department in 2014, Kirby has advanced through roles in business development and project management, helping recruit major industries to the state and securing significant job creation and capital investment. His work combines expertise in site selection, capital planning, and stakeholder engagement with a commitment to supporting rural and distressed communities.
A native of Lexington, Tennessee, Kirby is a graduate of the University of Oklahoma’s Economic Development Institute. He holds a master’s degree in economics from Vanderbilt University and a bachelor’s degree in political science from Union University.
